Vertex Mode - by Assman
Stairways seem like they'd be difficult, but they really aren't.
First, create a really long brush (about 2 times the length of your stairs) and split it alot (again, 2 times). The hieght and depth should be to scale with your level.
Once you've made the brush, go into vertex mode and choose a scale (I prefer 0.25m). Now is the repetetive part...
Select two opposite vertices (depth-wise) that are 2 vertices (length-wise) from the beginning of the stairs.
Now move up one and forward one, skip a pair of vertices, then do it again.
Continue this until you have reached the end.
Note: Once this is done, you can bend the brush to create a nice spiral staircase as well. Also, after you've mastered this, try creating a face brush along with the starting brush (same dimensions other than height) and you can have it smooth-running as well. If you don't understand what I just said, sorry... I'm not too good at explaining things. <_<
